The prevailing challenging macroeconomic environment, including the high levels of public debt facing many developing countries often limits the ability of governments to continue to finance infrastructure from public sources. This reduction in fiscal space, exacerbated by the consequences of Covid-19, climate change, and high trade deficits among other challenges increases the urgency to seek alternative financing methods for the development of sustainable and inclusive infrastructure.

One such potential alternative financing mechanism is the mobilization of private sector resources and capital through public-private partnerships (PPPs). In North Africa, despite the existence of legal frameworks and bodies dedicated to PPPs in Tunisia, Morocco, Egypt and Mauritania, and soon in Libya and Algeria, the development and operation of bankable PPP infrastructure projects has been slow, despite strong demand for numerous infrastructure projects. 

This low PPP infrastructure success rate reflects the challenges faced by North African policymakersand other members of the infrastructure ecosystem such as financial institutions, engineering firmsand transaction advisory firms. Hence, the Bank in collaboration with the IGPPP and the CDC of Tunisia propose to organize a seminar whose objectives will be the following:

  • Identify barriers to the successful development and completion of Public-Private Partnerships infrastructure projects based on (PPPs) in the North Africa region,

  • Disseminate knowledge and best practices to conduct PPP projects, from their identification, preparation, structuring, procurement, implementation, to operation and maintenance.


Seminar attendance will be through invitation only and virtual participation will be allowed for select participants. The seminar will bring together decision makers from six North African Public-Private Partnership Units, as well as project sponsors, financial institutions, government officials, donors and others. The seminar will be conducted in French, English, and Arabic in which translation services will be provided.
