Strategic Council of Public Private Partnerships (SCPPP)

The SCPPP establishes national public-private partnership strategies and policies in accordance with the priorities set out in the development plan.

The Council consists of the following members:

  •      The Head of Government or his representative as President of the Council,
  •      The Minister of Justice,
  •      The Minister of Finance,
  •      The Minister for Development and Investment,
  •      The President of the General Public Private Partnership,
  •      Four (4) representatives from relevant professional organizations, the private sector, civil society and academics experienced in the area of public-private partnership.

 

 

 

The Strategic Council of Public Private Partnerships is responsible for:

 

  • To approve the national public-private partnership strategy and proposals for its updating and development,
  • Monitor and evaluate the execution of the strategy,
  • Set sectoral and regional priorities,
  • Establish the five-year programs of public-private partnership projects and their monitoring and updating within the framework of development plans,
  • Review the necessary changes and improvements to the legislative and regulatory framework,
  • Propose all procedures and measures concerning the prevention and the fight against corruption in this field.

 

The responsibilities of the CSPPP:

 

  • The approval of the national public-private partnership strategy and proposals for its updating and development,
  • Monitoring and evaluation of the implementation of the national public-private partnership strategy,
  • Provide the necessary support for the implementation of the national public-private partnership strategy,
  • Issue the guidelines and recommendations necessary to develop the strategy and the modalities of its implementation,
  • Establish sectoral and regional public-private partnership priorities
  • Establish the five-year programs of public-private partnership projects and their monitoring and updating within the framework of development plans,
  • To study the modifications and improvements necessary to the legislative and regulatory framework of public-private partnership contracts, in coordination with the general public-private partnership.
  • Propose all procedures and measures concerning the prevention and the fight against corruption in the field of public-private partnerships, in coordination with the Instance of good governance and the fight against corruption.
