The purpose of this Manual is to establish the procedures and conditions for the conclusion and execution of contracts in order to meet the needs of the IGPPP in the best quality conditions, costs and deadlines and with the best guarantees that promote the preservation of its interests while applying the fundamental principles of ordering namely competition, transparency and equal opportunities in accordance with Article 26 of Decree 2022-451 of 6 May 2022, establishing the organization and prerogative of the General Public Private Partnership authority.
